The FPB is calling for a reduction in the burden of legislation, which for many firms is a barrier to growth, and for a greater understanding of the impact that increases in tax and late payment have on smaller firms.

Mr Bellingham was re-elected as MP for North West Norfolk in 2001, after previously representing the constituency from 1983 to 1998. He takes a particular interest in small businesses, countryside and farming issues.

"As a former Shadow Small Business Minister and as a current officer of the All-party Small Business Group I have always felt passionate about the vital role that small businesses play in securing our economic future," said Mr Bellingham. "Whenever I visit small businesses or small business groups I am constantly being given the message that there is an overwhelming feeling in the sector that the Government could do far more to offer support through procurement policies.
 
Mr Bellingham added: "This would then offer a great example for the large businesses to follow, and all in all would have far more impact than any changes to the current grant regime."

On receiving the Mr Bellingham's signed pledge, the FPB's Chief Executive, Phil Orford, said: "Henry Bellingham's signature adds even more momentum to our Think Smallest First campaign, and it is even more significant given his experience as a champion of small firms and their needs. Having a former Shadow Small Business Minister on board should ensure the views of small firms are heard where they need to be – in Parliament."

The FPB's Think Smallest First campaign was launched in June 2008, and has gained cross-party support from MPs and Ministers. In June 2008, the FPB posted a petition on the Downing Street website, which now has more than 800 signatures from owners of small businesses and members of the public.

Mr Bellingham was educated at Magdalene College, Cambridge, where he studied law. He graduated in 1977 and was called to the Bar, where he served as a barrister for eight years. Mr Bellingham then ran his own consultancy, which specialised advising firms on inward investment. He is married with one child.
